Description
As part of the EU-ASEAN Cooperation for Regional Integration through economic growth, connectivity, trade and business development, the EU-ASEAN dialogue on Eurocodes is supported by the Enhanced Regional EU-ASEAN Dialogue Instrument (E-READI). The dialogue aims to bring a coherent approach to the adoption of the design standards for the construction sector across the ASEAN member states (AMS), through a regional approach. AMS are currently being at various stages of awareness on the Eurocodes concepts and/or their adoption at national level.
After the inception event (2021) and the past workshops in Cambodia (March 2022) and Brunei Darussalam (July 2022), all in virtual mode, this hybrid Regional Workshop will outline the needs and the availability of necessary technical assistance in support for the elaboration of maps for climatic actions for structural design with the Eurocodes and adaptation of structural design to climate change in AMS.
Experts from the EU and ASEAN Member States will share knowledge with representatives from competent organisations in AMS on the development and elaboration of wind and thermal maps for structural design with the Eurocodes. The event will provide an opportunity to learn and build on the experience, initiatives and difficulties concerning the topic, to fulfil the following objectives:
- Strengthen the capacities of the stakeholders from AMS for the elaboration of maps for climatic actions for structural design with the Eurocodes.
- Increase the awareness of the adaptation of structural design to climate change and the feasibility offered through the implementation of the Second generation of the Eurocodes
- Facilitate regional cooperation and networking among AMS aiming at better understanding of the Eurocodes
- Present the European Union support for increasing awareness, adoption and implementation of the Eurocodes.

Many countries outside the EU have shown interest to update their National Standards based on technically advanced codes. Some of the ASEAN Member States (MS) are currently being at various stages of awareness on the Eurocodes concepts and/or their adoption at national level:
- In Singapore the Eurocodes are the only standards for structural design since April 2015.
- Malaysia has already adopted several Eurocodes, in full or in part; the European Commission granted Malaysia access to the Nationally Determined Parameters (NDP) Database
- through the European Commission’s Joint Research Centre (JRC). Malaysia is the first-ever ASEAN country to have access to this critical Eurocodes database (November 2022), made possible under the E-READI Eurocodes Dialogue cooperation.
- At the beginning of 2022, interest was expressed by the relevant National Authority of Cambodia in receiving complementary technical and scientific support from the European Union in the development of a National Building Code and supporting sub-decrees under the Construction Law, possibly using the Eurocodes as a basis. This interest was confirmed on September 2023.
- Brunei Darussalam has formed a Eurocodes Task Force, which continues to be active in engaging with the Eurocodes team.
The 2nd EU-ASEAN Regional Workshop on Eurocodes "Raising Awareness of the Eurocodes and Elaboration of Climatic Maps and Adaptation of Structural Design to Climate Change" fulfilled the following objectives:
- Strengthen the capacities of the stakeholders from AMS for the elaboration of maps for climatic actions for structural design with the Eurocodes; experts from the EU MS and ASEAN shared knowledge with representatives from competent organisations in AMS on the development and elaboration of maps for climatic actions for structural design with the Eurocodes. The event provided an opportunity to learn and build on the experience, initiatives and difficulties concerning the topic.
- Increase the awareness of the adaptation of structural design to climate change and the feasibility offered through the implementation of the Second generation of the Eurocodes;
- Facilitate regional cooperation and networking among AMS aiming at a better understanding of the Eurocodes;
- Present European Union support for increasing awareness, adoption and implementation of the Eurocodes.
Participants
The attendance of the event was reserved to invited delegates of National Authorities, standardisation bodies and main stakeholders of ASEAN countries.
Through the workshop, four outstanding experts from CEN/TC 250 'Structural Eurocodes' shared knowledge and provided awareness increase for the different stakeholders attending the workshop - policymakers, standards writers, representatives of engineers, industry, academics - as well as detailed technical contents.
As well, two ASEAN MS experts enlightened the available expertise on Eurocode implementation and elaboration of maps for climatic actions for structural design in the ASEAN region. In particular, Malaysia has recently progressed in Eurocodes implementation by being the first ASEAN MS to obtain access to the JRC NDPs Database.
Then, experts from the European Commission Joint Research Centre (JRC) and from the E-READI team presented the EU support for the adoption and implementation of the Eurocodes, with a particular focus on the Western Balkans experience.
This was the first Eurocodes Dialogue E-READI event being held both in physical presence and online. This format allowed strengthening the personal contacts between the stakeholders, while accommodating a large number of online participants. In total, over 180 designated participants attended the event, with 46 of them being in person in the meeting room. All ASEAN Member States had representatives at the Workshop, with the top 3 countries by the number of participants being Cambodia (98), Thailand (22), Brunei Darussalam (19) and Malaysia (19).
